Snohomish County would provide up to $400,000 in fire vehicle maintenance to the City of Mukilteo under one of two fire service agreements advanced July 7 by the county's Planning and Community Development Committee.

Both motions are headed to a full Snohomish County Council vote on July 15.

The committee met at 11:00 a.m. in the Jackson Board Room at 3000 Rockefeller Ave. in Everett to consider the proposals, which restructure how the county partners with local fire agencies on services and equipment.

Motion 26-261 (File 2026-1647) would authorize the county executive to sign an interlocal agreement with the City of Mukilteo under which the county provides mechanical services for Mukilteo's fire vehicles and equipment at a cost not to exceed $400,000.

The arrangement is not without precedent. Snohomish County already maintains a similar mechanic services agreement with Fire District 15 in Marysville, dating to 2021.

Motion 26-248 (File 2026-1034) would authorize the county executive to execute a new interlocal agreement directly with Snohomish County Fire Protection District No. 4 and simultaneously terminate the existing three-party agreement among the county, Fire District No. 4, and the City of Snohomish.

The agenda does not explain why the City of Snohomish is being removed from the arrangement, and no staff report or fiscal note was publicly available as of the committee meeting.

Fire District No. 4, led by Chief Don Waller, provides emergency medical, rescue, and firefighting services to the City of Snohomish and surrounding rural areas. Two stations, including the district's headquarters at 1525 Avenue D in Snohomish, sit within city limits.

More than 80% of the district's calls are EMS-related, according to the Everett Herald.

The district is in the middle of a staffing expansion funded by a levy lid lift voters approved in August 2025 by a 60% margin, raising the rate from 35 cents to 50 cents per $1,000 of assessed property value.

Both motions are scheduled for a full council vote at the General Legislative Session on Tuesday, July 15, at 9:00 a.m. in the Jackson Board Room, 8th Floor, 3000 Rockefeller Ave., Everett.
