The Port of Everett told the Mukilteo City Council on June 22 that redevelopment of the Mukilteo waterfront will take decades.

The disclosure sets expectations for Port district taxpayers in Everett who fund the agency through a property tax levy, the Mukilteo Beacon reported.

Full details of the presentation were not publicly available as of Thursday, June 26. The following is based on Port of Everett primary documents.

The Port now controls roughly 2.5 acres of waterfront land along Front Street in Mukilteo, assembled since 2022:

  • A 1.1-acre former NOAA site east of the Silver Cloud Hotel, transferred from the federal government in February 2026.
  • A 0.55-acre parcel at 710 Front Street (Ivar's Mukilteo Landing), purchased from MSI Mukilteo, LLC. The Port said in February that the sale was expected to close in July 2026; its current status has not been confirmed.
  • A 0.89-acre former Washington State Ferry holding lane site at 707 Front Street, acquired in August 2022 for $3.5 million.

The Port plans a pedestrian-oriented Front Street with restaurants, retail, small-scale housing, and a waterfront promenade, according to a February 25, 2026 Port press release. The Port will retain ownership of the land.

In a February 2026 press release, Port CEO Lisa Lefeber said: "These properties allow the Port to activate the Mukilteo waterfront in a way that benefits the community, promotes public access, and honors Mukilteo's unique, historic, and beachy charm."

The Port's 2025 property tax levy totaled $5.5 million, assessed at approximately 18.46 cents per $1,000 of assessed value. Port taxes fund capital projects, public access, and environmental remediation exclusively.

The Port said in February it planned to issue a formal call for private development partners in spring 2026. No public announcement of that call has been confirmed.

The Port hired architecture firm NBBJ to support the effort. The project vision dates to June 2022, when the Port Commission and Mukilteo City Council jointly adopted guiding principles after collecting more than 850 public comments.

No date has been announced for the next public input opportunity or developer selection milestone.
