Everett renters, homeowners, and community organizations will get a chance to shape how roughly $1.5 million in federal and local housing dollars flow into the city next year when the Community Development Advisory Committee holds a public hearing on Tuesday, Aug. 18.
The CDAC will review grant applications for 2027 Community Development Block Grant Non-Public Services funding and vote on a formal recommendation to send to the Mayor and City Council.
The committee has nine seats, one currently vacant. The hearing begins at 5 p.m. at the Everett Municipal Building, 2930 Wetmore Ave., with a virtual option via Microsoft Teams.
What's at stake
The City of Everett has received CDBG funding from the U.S. Department of Housing and Urban Development every year since 1976, making this the program's 50th year in the city. For the current 2026 program year, HUD awarded Everett $892,951 in CDBG funds, according to the city's CDBG program page.
That figure is up from $869,124 in 2025 and $781,738 in 2024, a roughly 14% increase over two years.
Combined with HOME Program funds received through the Snohomish County Consortium and an estimated $116,398 in Affordable Housing Trust Fund dollars, the city invests approximately $1.5 million per year in projects that principally benefit low- and moderate-income residents, according to Everett's 2025–2029 Consolidated Plan.
The 2027 grants fall under seven priority areas outlined in that Consolidated Plan, which the CDAC reviewed at a May 5 hearing: behavioral health, housing (including emergency shelter and creation of affordable units), public services such as childcare, youth programs, and food assistance, and economic development including job training.
What happens next
Non-Public Services grant applications for 2027 are already closed. The Aug. 18 hearing is where the CDAC reviews those submissions and decides which to recommend for funding. After the vote, a 30-day public comment period opens before the recommendations go to the Mayor and City Council for final approval.
Public Services grant applications for 2027 are expected to open in early fall 2026.
Staff will also present a draft of the 2025 Consolidated Annual Performance and Evaluation Report, the city's annual accounting to HUD of how prior grant dollars were spent.
