Everett residents who use Harborview Park will get a new reservable, ADA-accessible gathering space overlooking Possession Sound after the City Council voted unanimously Aug. 12 to fund design of the Turnbull Gazebo.

The 7-0 vote authorized the mayor to sign a $41,030 professional service agreement with 2812 Architecture for design and engineering work on the roughly 400-square-foot structure, according to the city's meeting agenda. Construction could take place in summer 2027.

The council also passed Council Bill 2607-41 on its third and final reading, creating a Special Improvement Project fund to accumulate design costs. All seven members voted yes on both items, according to the council meeting video.

What the gazebo will be

The new structure will recreate the look of a gazebo originally built in 1921 at Clark Park in north Everett, designed by Benjamin Turnbull. That original gazebo served as a gathering spot for summer concerts, protests and religious events for decades before the council voted in 2024 to disassemble it and make room for a dog park.

A fence had surrounded the structure for nearly two decades before removal to prevent vandalism and suspected drug use.

The original materials remain in storage. City spokesperson Simone Tarver told the Everett Herald in an Aug. 14 email that the architects "will be reviewing historic documents, measuring features of the stored materials from the former gazebo and then developing plans for the new gazebo."

Location and access

The planned site is the northwest corner of the Harborview Park parking lot on Everett's southwest side, chosen for its views of Possession Sound. Parks and facilities director Kimberly Moore told the council at a July 29 meeting that the location is not yet final.

When not reserved for special events, the gazebo will be open to the public.

What's next

The city does not yet know how much construction will cost. That estimate will come out of the design and engineering process now underway with 2812 Architecture.

City staff first confirmed plans for the new gazebo in March 2026. If the timeline holds, residents could see the finished structure by summer 2027.
