Housing Hope broke ground Tuesday, Oct. 27, on a 67-unit affordable housing community for adults 55 and older in north Everett.
It is the nonprofit's first project built specifically for older residents. The development, called Bayside Landing, will go up at 2624 Rockefeller Ave. on land that Everett United Church of Christ sold to Housing Hope at a reduced price.
Housing Hope said the sale reflects the church's commitment to creating more affordable housing, according to MyNorthwest.
The groundbreaking ceremony took place at 11:30 a.m. at the church site, according to Housing Hope's project page.
Kathryn Opina, now Housing Hope's CEO, told My Edmonds News in February 2025, when she was the nonprofit's senior director of administration and operations, "Seeing how fast that population is struggling, we wanted to get a property out there that specifically met the needs for that population."
Units will be open to people 55 and older at a range of low-income levels, according to Housing Hope. Earlier plans reported by My Edmonds News in February 2025 set aside some units for people leaving homelessness and limited the rest to households earning no more than 30% or 50% of the area median income (AMI). Whether that breakdown still applies has not been confirmed.
The money
The project was estimated at about $39.4 million as of early 2025. At that time, Housing Hope had received about $3.9 million from the Washington State Department of Commerce and about $1.1 million in federal funds. Federal low-income housing tax credits, the city of Everett and Snohomish County are expected to cover the rest, according to My Edmonds News.
Enterprise Community Partners is providing tax credit syndication, and Banner Bank is the project's lender, according to My Everett News.
Partners and timeline
Housing Hope is partnering with HumanGood Affordable Housing, a national nonprofit that operates more than 100 affordable housing communities across five states. Beacon Development Group, a HumanGood subsidiary that specializes in affordable housing development, is also on the project.
Vertical construction is expected to begin later in 2026. Housing Hope anticipates completion in 2028.
Everett context
The project adds to Housing Hope's existing portfolio of about 600 affordable housing units at 24 sites across Snohomish County. The nonprofit also offers case management and job training.
